Sludge is the solid waste in a septic tank that cannot be decomposed by the natural bacteria found in a septic system. The sludge is heavy, and therefore will create a layer at the bottom of the tank. It is normal to have sludge in a septic tank. However sludge removal should be done at the time a septic tank is cleaned.  If the sludge is not removed efficiently and routinely, the sludge layer will continue to become thicker and at some point, cause an overflow or back-up in your septic system.
